The Heat Network Metering and Billing Regulations (2014) required heat network operators to fit building level or ‘bulk’ meters. However, this process can be disruptive, expensive and difficult to navigate, which has resulted in a number of heat networks without building level meters in place.
In late 2020, the regulations will be updated to provide a viability assessment for installation of meters on currently unmetered networks. Whilst this will primarily be for individual, dwelling level meters there are a number of additional benefits to installing bulk meters at the same time on unmetered heat networks.
